Keeping turtle tank clean?

I've had my turtle a couple of months now and the tank gets so dirty! I clean the poop out and he doesn't eat in his tank. But I get a White layer on top of the water and White 'flakes' floating around the water, what is this? And how do you prevent it happening? It's such a long process cleaning the tank
